Most multilingual websites have either all pages translated into two or more languages, or have the main site in one language, and then a landing page (the main page that you want users to come to first when they hit your site) in other languages.
Depending on the country in which you are based, you may need either a few words in another language, or an entire copy of your website in that language, in order to satisfy the government of where you are based.

For example, Canada has varying language laws depending on the state or territory in which your business is based. In the entirety of Canada, all official information must, by law, be available in both English and French, though there are different policies depending on the particular jurisdiction.
For example, in Quebec, all documents and official conversations must be legally by undertaken in French, although English is also in common use. This leads to the necessity for your website, if you are serving Quebec, to carry information in French as an absolute priority.
It's not just Canada, either. In Pakistan, there are many languages spoken as a mother tongue by large tranches of the population. Punjabi, Pashto, Sindhi, Saraiki, and Urdu are all spoken by more than 10 million people each.

It is just as important to show this kind of consideration in Switzerland, a country split into cantons, which has four national languages, French, German, Italian and Romansh.
Valais, Fribourg and Bern cantons are bilingual, with both French and German used officially, while Graubünden uses French, Italian and Romansh as its official languages, and all documentation is translated into these. Your business needs to follow suit.
